Insufficient RFID balance? Tulfo says erring motorists will soon be ticketed at tollways

House Majority Leader ACT-CIS Party-list Rep. Erwin Tulfo warned motorists on Thursday, April 4 that those of them who will try to enter tollways with insufficient funds in their RFIDs would soon be apprehended.
Tulfo made the revelation after meeting officials of the Toll Regulatory Board (TRB), Metro Pacific Tollways Corp. (MPTC), and San Miguel Corp. (SMC) Tollways inside his office at the House of Representatives.
RFID stands for radio frequency identification.
During the meeting, Tulfo noted that motorists with insufficient RFID load were among the major causes of the "carmageddon" or heavy traffic jam on the North Luzon Expressway (NLEX) last Holy Wednesday, March 27.
To avoid a similar occurrence, toll authorities would have to be stricter against these erring motorists.
Tulfo said the TRB and expressway operators will meet with the Department of Public Works and Highways (DPWH) on the installation of signage that would tell motorists to refrain from entering the expressways if they have insufficient RFID balance.
He said the signage will become the basis for the traffic enforcers to apprehend the motorists using the tollways without enough balance.
“Kasi nagka-problem tayo, lalo nun sa mga kababayan natin, ang motorista na walang load. Eh, hindi naman pala nila masita. Hindi naman nila mabigyan ng ticket. Parang walang disciplinary action,” noted Tulfo.
(We encountered a problem, particularly with the public, on motorists that didn't have load. Apparently they couldn't be apprehended. There's no basis for them to get a ticket. So there's no disciplinary action.)
The deputy majority leader for communications bares that he would also coordinate with DPWH Secretary Manuel Bonoan regarding the appeal of the TRB and expressway operators.
“So, we will help them out. We will communicate with the Department of Public Works and Highways with Secretary Bonoan after this. And I will have to inform them because this is, an instruction of the Speaker [Martin Romualdez[ to resolve this issue,” Tulfo said.
He earlier said that Romualdez himself wanted to see a response to NLEX traffic jam after receiving numerous complaints from the public about it.
