Mayor Emi orders suspension of F2F classes in Pasay City due to scorching heat
Pasay City Mayor Emi Calixto-Rubiano ordered the suspension of face-to-face (F2F) classes in all levels, both in public and private schools in the city, due to extreme heat on Wednesday, April 3.
Rubiano issued Executive Order (EO) No. 42 on Tuesday, April 2, encouraging all public and private schools to shift their learning activities online, modular, or any applicable alternative learning modality in anticipation of the dire effects of the scorching heat due to the El Niño phenomenon.

The EO was issued based on the recommendation of the city's Disaster Risks Reduction Management Office (DRRMO) to suspend classes as the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) recorded on Tuesday a 42 degrees Celsius heat index at the Ninoy Aquino International Airport in Pasay City.

Rubiano said the state weather bureau said the heat index in Pasay City will soar up to 43 degrees Celsius on Wednesday.
"In order to address the impact of the increasing heat brought about by summer on the health and learning conditions of students and school personnel, it is deemed necessary to suspend face-to-face classes in all levels of public and private schools in Pasay City on April 3, 2024, and on such days when the heat index forecast is 42 degrees Celsius or higher," according to the EO issued by Rubiano.
As per the duration of F2F class suspension, Rubiano said she directed the PCDRRMO to closely monitor the forecast of the PAGASA-DOST if there is a need to extend the one-day suspension of F2F classes.
Rubiano also advised the public to avoid outdoor activities, stay in shaded areas, and drink plenty of water to keep hydrated.
She also asked the public to report on the status and updates of the preparedness and response actions taken against the scourge of El Niño to PCDRRMO at 8833-85-12, 09054939111, or email to [email protected]
