Dolor issued Executive No. 11 dated April 23 that stated:

“The Heat Index Monitoring and Forecast Information released by the Philippine Atmospheric, Geophysical, and Astronomical Services Administration said that this city will experience a heat index of 42 degrees Celsius on April 24.

“The 42 degrees Celsius falls under the danger category of the PAGASA’s heat index chart which could cause heat-related illnesses, such as heat cramps, exhaustion, and heat stroke."

Dolor cited Section 16 of the Local Government Code of 1991 as his basis for his order. It gives every local government unit the power essential to promote general welfare and efficient and effective governance.

PAGASA urged the people to avoid the ill-effects of extreme heat by limiting time spent outdoors, drinking plenty of water, avoiding tea, coffee, soda and liquor, using and wearing of umbrellas, hats, and clothing with long sleeve outdoors, and doing heavy duty activities on the cooler periods of the day.
