AI cops? Marbil embarks on PNP's 5-year technology development plan

PNP chief Gen. Rommel D. Francisco Marbil
Some policemen's jobs may soon be taken over by artificial intelligence (AI) as the new chief of the Philippine National Police (PNP), General Rommel Francisco Marbil, vowed to push for a five year development plan that will focus on exploring and integrating new technology in law enforcement.
“We have to invest in AIs right now because the new development right now is more AIs. AI will be of big help in crime prevention and crime solution,” said Marbil in a press briefing at Camp Crame in Quezon City.
In emphasizing the importance of AI, Marbil cited his experience in the United States wherein the technology includes real-time information feed on a particular subject that the police would want to focus on.
“For instance, the police were told about a red car. For ordinary policemen, the instinct is to wait for it. But with the AI using CCTV, when you say red car, it will single out all red cars and then it goes for all the details. This is the markings, this is the plate number, so it is easy to find it,” explained Marbil.
“With AI, it will not be tedious to our policemen as compared to if you do it manually. AI is very expensive but in the long run, this is very useful,” he added.
Commitment
While digitalization has been initiated by past PNP leaderships, it was Marbil who openly declared his interest in maximizing the use of information and communications technology in what he described as an integral part of modern policing.
In his assumption speech on Monday, April 1, for instance, Marbil vowed to place utmost importance on police community engagement that includes the use of emerging technology and social media.
“To begin, we shall prioritize integrating the PNP secured mobile artificial intelligence driven in real time smart policing program and ICT development roadmap in our operations, including an active drive to recruit and train a new generation of police officers and support staff with technical expertise and specialized IT skills,” said Marbil.
“As the 30th Chief of the PNP, it is my intention to build on the strides made so far to ensure that there is both continuity and improvement that the PNP remains effective on its job while evolving to become a modern Filipino police force for a modern Filipino society,” he added.
In the meantime, Marbil said the present and future members of the PNP must be equipped with the skills in enhancing the power of social media and technology as effective tools for efficient law enforcement.
But soon, he said the modern technology will would be maximized for crime prevention and crime solution
The big shift
So does he intend to do it?
For Marbil, the initial move is to invest more on equipment and training of all cybercrime units of the PNP.
“We will be investing more on our cybercrime and on the AI technology of the PNP. That’s new progress right now. Instead of buying more on the old school of ‘move, shoot and communicate’, we will be investing more on AIs because this would make our policing easier,” said Marbil.
