Muntinlupa LGU elated for getting 'unmodified opinion' from COA for 2023 financial report
Mayor Ruffy Biazon welcomed the Commission on Audit’s “unmodified opinion” for the Muntinlupa City government’s financial report for 2023.
Unmodified opinion, according to COA, “is issued when the auditor concludes that the financial statements are prepared, in all material respects, in accordance with the applicable financial reporting framework (i.e. PFRS, IPSAS). For this purpose, the auditor’s evaluation includes due consideration on quantitative and qualitative materiality established based on the prescribed COA’s audit guidelines.”

Biazon said this is not the first time that the Muntinlupa City government got COA’s “best auditing remark.” The city government also received an “unmodified opinion” for its financial report in 2021.
“Ibig sabihin, nananatiling transparent, accurate, at compliant ang pamahalaang lungsod sa usaping pananalapi—patunay sa tapat at maayos nating pamamahala sa pondo ng lungsod (This means that the city government maintains to be transparent, accurate and compliant when it comes to financial matters–a testament to our honest and orderly administration of city funds),” said the mayor.
He reminded city employees that “the biggest room in the city government is the room for improvement.”
Biazon said the city government will use COA’s observations and recommendations to improve the delivery of “fast, responsive, efficient, and effective services with a smile.”
