Gatchalian eyes digital transformation in schools to strengthen distance learning

Senator Sherwin “Win” Gatchalian is pushing for the digital transformation of the basic education sector to provide for the proper implementation of remote learning amid the extreme summer heat.

“Kailangang paghandaan natin ang posibleng mas mainit pang panahon sa mga susunod na taon lalo na’t patuloy ang climate change at global warming,” Gatchalian said in a statement on Sunday, April 14.

(We need to prepare for possibly even hotter weather in the coming years, especially as climate change and global warming continue.)

Gatchalian reiterated his call for the immediate passage of his Senate Bill (SB) No. 382, or the Digital Transformation of Basic Education Act. This will mandate the Department of Education (DepEd) to enhance and strengthen the schools’ capacity in information and communications technology (ICT).

“Hindi lang sa gitna ng matinding init natin kailangang mapahusay ang digitalisasyon, kailangang tiyakin nating magpapatuloy ang pag-aaral ng mga kabataan sa mga panahong humaharap tayo sa mga sakuna o anumang emergency situation sa bansa,” the senator added.

(We need to improve digitalization not only amid the extreme heat, we also need to make sure that the education of the youth continues during times when we are dealing with disasters or any emergency situation in the country.)

The DepEd recently issued the implementation of asynchronous classes on April 15 to 16 amid the sweltering heat brought upon by the El Niño phenomenon.

Under DepEd Order No. 037, school heads may suspend classes and shift to remote learning in cases of extreme heat and other calamities.

Gatchalian, who chairs the Senate Committee on Basic Education, said his proposed legislation would also mandate the Department of Science and Technology (DOST) to aid the DepEd and the Department of Information and Communications Technology (DICT) on the use of science, technology, and innovation.

“This is to improve traditional teaching and learning processes and boost the basic education sector towards the Fourth Industrial Revolution,” he said.

According to the World Economic Forum (WEF), the Fourth Industrial Revolution refers to a “new chapter in human development”. This is where technological advances are merging the physical, digital, and biological worlds to foster innovative changes.
