Mayor Roland Boie Evardone said 62-year-old Samuel Dalimpapas from Arteche chanced upon the contraband floating.
Dalimpapas initially thought that he found bags of cash but later realized that these could be illegal drugs since bricks of cocaine were also discovered over a decade ago in Arteche.
Evardone said he plans to give a reward to Dalimpapas for his honesty.
Police and the Philippine Drug Enforcement Agency have received these cocaine bricks wrapped in two large plastic bags and enclosed in a fish net.
One of these bricks had the markings "ZZZ."
Weighing about 25 kilograms, these are now being prepared for laboratory examination.
A brick of suspected cocaine was also found by a fisherman in the sea of Tandag City last week.
