Senate inquiry into civilian ownership of semi-automatic rifles sought

Sen. Imee Marcos has filed a resolution that will look into the propriety of allowing civilians to own semi-automatic rifles.

In a statement, Marcos expressed concern that there will be a rise in criminality, terrorism, arms smuggling, and widespread violence in the 2025 elections after the Philippine National Police (PNP) eased civilian ownership of high-powered firearms.

She disclosed that the PNP recently changed implementing rules and regulations (IRR) of Republic Act 10591, or the Comprehensive Law on Firearms and Ammunition, allowing the issuance of civilian licenses for M-14 rifles and other semi-automatic weapons with a caliber of 7.62mm and below.

In filing Senate Resolution No. 953, Marcos said that despite the general prohibition on owning high-powered rifles under RA 10591 and its revised IRR, such weapons continue to proliferate.

Marcos enumerated several instances involving this such as the seizing of 13 high-powered firearms in Makati City on Nov. 18, 2023 and the robbery of a pawn shop and jewelry store along Colon Street in Cebu City involving four men with various high-powered firearms on Nov. 25, 2023.

She also mentioned that high-powered firearms were used in the murder of Gov. Roel Degamo and five other persons as well as in the ambush of Gov. Mamintal Adiong.

"It is necessary to ascertain the possible impact of allowing citizens to own high-powered rifles and whether such rifles are reasonably necessary for citizens to defend themselves from unlawful agression," she said in the resolution.

"There is likewise a need to examine whether allowing private citizens to own high-powered rifles is consistent with the policy of the State to maintain peace and order and to protect the people against violence," she added.

Senators are split on the issue. Some are alarmed while others expressed caution over the PNP's decision to allow civilians to own semi-automatic high-powered firearms.
