Gathering 18 votes for RBH 6 'a test of Zubiri's leadership', says House members

That's how some pro-Charter change (Cha-cha) congressmen described Zubiri's mission of gathering the minimum 18 votes needed from his senator-colleagues to pass Resolution of Both Houses (RBH) No.6
Zubiri, who filed RBH No.6 in the bid to lift the economic prohibitions in the 1987 Constitution, admitted that getting the needed three-fourths vote from the 24-member chamber was a big challenge.
House Deputy Majority Leader Iloilo 1st district Rep. Janette Garin, Quezon City 4th district Rep. Marvin Rillo, and Lanao del Sur 1st district Rep. Zia Alonto Adiong believe that the Senate chief can achieve the magic number, if he puts his heart into it.
"I respect Senator Migz Zubiri, pero syempre mahirap kasing sabihin mong imposible ang isang bagay na hindi mo pa sinisimulan. Nothing is impossible if you want real service to the Filipino people," Garin said.
(Of course it's hard to say that something is impossible if you haven't even started it yet.)
"It might actually be a test of his leadership on how he can bring to the people the
discussion on the real intent of economic Cha-cha," she added.
Rillo noted that the House Committee of the Whole has already approved their own pro-Cha-cha measure, Resolution of Both Houses (RBH) No.7. Thus, the House has now "passed the ball to the Senate".
"Now, it is a big challenge to the leadership of our Senate President that if they are truly for the people, they would do their part because as we have said, we have concentrated more on the economic provisions. What we have done ay para sa taong-bayan (is for the people)," Rillo said.
At any rate, Rillo said he views Zubiri as "one of the best congressmen the country has ever produce, one of the best senators, one of the best majority floor leaders, even one of the best Senate Presidents".
For his part, Adiong says that the fact Zubiri still sits as Senate chief means he has the ability to deliver the votes.
"Able na tao po iyan (He is an able person). So, maybe he can use that, his charm if he’s having trouble garnering votes of 18...He has all the available techniques, strategies to come up with this number....In fact, that he’s still there as a Senate President proves that he has the number to deliver," he said.
The Senate's RBH No.6, which is still at the subcommittee level, is said to be nearly an exact copy of RBH No.7.
