A ranking congressman simply shrugged his shoulders over the Department of Education's (DepEd) opposition to economic Charter change (Cha-cha) as espoused in Resolution of Both Houses (RBH) No.7.
"Ganun talaga eh (That's the way it is)," House Committee of the Whole Majority Leader Mandaluyong City lone district Rep. Neptali "Boyet" Gonzales II said in a press conference Wednesday, March 6, when he was asked to comment on DepEd's adverse position.
“We respect their position, the same manner lahat iyan (in the same manner that all of those), pros and cons, we respect. Iyong mga insights (The insights) of the resource speakers are meant for the congressmen in making their final decision on how to vote on the matter,” Gonzales said.
“At the end of the day, basta magbobotohan diyan (a vote will be carried out), whether their stands were able to influence the congressmen will be revealed later in the outcome of the voting," noted the former deputy speaker.
"But as I’ve said, we respect kung ano ang position ng DepEd diyan (we respect the DepEd's poatio),” added Gonzales, who mainly watched over the plenary discussions on RBH No.7 the past six session days.
Out of the agencies that sent resource persons to the Committee of the Whole, it was only the DepEd that was adamantly against the pro-Cha-cha measure. It claimed that RBH No.7 was a threar to national security.
DepEd is headed by its secretary, Vice President Sara Duterte.
President Marcos has openly endorsed Cha-cha for as long as only the restrictive economic provisions of the 1987 Constitution are tweaked.
The Committee of the Whole approved RBH No.7 Wednesday afternoon. It's second and third reading passage is expected later this month.
