According to Ynares, the city received a Fully Compliant Certificate of Commendation for its eBOSS, making it the very first city in the province and second in the whole CALABARZON region to achieve the feat.
"Pagkilala po ito sa mabilis, matipid, at madaling serbisyong hatid ng ating eBOSS para sa ating libu-libong business owners na nag-aapply o renew ng kanilang mga permits para sa kanilang patuloy na operasyon (This recognizes the fast, thrifty, and efficient service of our eBOSS to thousands of business owners applying or renewing their permits for the continuous operation of their businesses)," the mayor said.
"Kahit po mga highly urbanized cities sa National Capital Region (NCR), hindi pa po lahat ay fully compliant. Kaya sobrang nakakaproud lang na in just two years (from its implementation last 2022), nagawa na nating maging fully compliant sa programa at bonus pang magkamit ng commendation mula mismo sa ARTA (Even if cities in the NCR are highly urbanized, not all of them are fully compliant. That's why this commendation makes us feel very proud considering the fact that in just two years from its implementation in 2022, we became fully compliant with the program and commended by ARTA)," he added.
Through the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, ARTA is tasked to conduct on-site inspections of BOSS program in the country as the government slowly shifts to digitalization to streamline its services to the public and prevent fixers.
The establishment of BOSS and E-BOSS in the country also allows the government to offer the following services:
1. Accepting electronic submission of application
2. Issuing electronic tax bill or order of payment
3. Accepting online payment
4. Releasing of the electronic version of permits, licenses, and clearances
5. Providing gateway facility linked to courier service where applicant prefers hard copy of the documents.
According to ARTA, the Compliance Monitoring and Evaluation Office (CMEO) continuously monitors the compliance of local governments and other government agencies on anti-red tape and ease of doing business.
Compliance is based on the Citizen's Charter Information Billboard, Citizen's Charter handbook, and Feedback and Complaints Mechanism.
ARTA regularly conducts inspections during the business registration and renewal seasons, particularly at the beginning of the year.
