Ejercito, in a media interview on February 29, said Zamora is a "two-faced" leader - one who is soft-spoken and one who is vengeful.

He also claimed that there are still former San Juaneño employees who have yet to receive their terminal leave benefits because of political differences with the mayor.

In response to this, Zamora stressed that there is a process that should be followed in the payment of terminal leave benefits of City Hall employees. He said it is possible that the individuals who have yet to receive their pay may still have pending investigations due to lack of requirements.

Yung mga serbisyong wala dati ay mayroon na ngayon sa Makabagong San Juan (They are saying that Mayor Francis terrorizes and gives his enemies in politics a difficult time. If I am indeed vengeful, then I should be vindictive to all Estrada appointees. But I am not doing that and instead, I embraced all of you, loved all of you, and took care of all of you. All the benefits that you were not receiving before are available now. All the services that were not available before is now here in Makabagong San Juan," Zamora said.

He said all employees, councilors, department heads, and even barangay captains of the city government were Estrada appointees ever since he took office in 2019. Zamora ended the 50-year leadership of the Estrada clan in San Juan from 1969-2019.

Zamora questioned that if he really does terrorize the people of San Juan because of politics, then why does the city continue to reap awards and recognitions for good governance.

The local chief said that these display the harmonious and professional cooperation between him and the city government employees regardless of political views.
