Tulfo summons all PNP regional directors--yes, all of them--to quiz them on illegal gambling

Bent on getting to the bottom of the reported rampant illegal gambling around the country, ACT-CIS Party-list Rep. Erwin Tulfo has asked a House panel to summon all regional directors of the Philippine National Police (PNP) in a hearing.

Tulfo, the deputy majority leader for communications in the House of Representatives, made this motion during a hearing Monday, March 4 of the Committee on Public Order and Safety.

“We’re talking of illegal gambling Mr. Chair, I suggest that we call all of the regional directors. Kasi ang gambling po ay masyadong proliferated na sa bansa(Gambling is too proliferated now in the country),” said Tulfo, also a popular broadcaster.

There are a total of 17 PNP regional offices.

Sta. Rosa lone district Rep. Dan Fernandez, the committee chairman, agreed to Tulfo’s proposal even if their inquiry, in aid of legislation, was supposedly focus on the continued operation of illegal gambling activities in Calabarzon.

“We have to compare what is happening in Region 4A (Calabarzon) and what is happening in different parts of this country. For that, we will be allowing your motion that we need to invite all the regional directors but insofar as the resolution that I filed is concern,” Fernandez said.

Tulfo claimed that the involvement of local politicians was the biggest hurdle in combatting illegal gambling. He also said that mere talking won't get rid of the decades-old problem.

"We must do something about it kasi napakalala na talaga ng pasugalan (illegal gambling has become worse)...pati ang mga pulitiko, masakit man hong sabihin pati ang mga pulitiko natin kasama rin minsan diyan (It hurts to say that polticians are sometimes involved there),” the lawmaker added.

Tulfo argued that if the elected officials had the political will, they could swiftly put an end to illegal gambling.

“If you really don’t want it then it won’t happen if you are a mayor. I haven’t been a mayor or governor, but I was in the media before, and I know what’s going on. If you are a governor or a mayor, you are the father of the province or the father of the city. If you said 'no', then it is a no” he said.

He noted that, administratively, local police officials are still under the power of the mayor.

“Pag sinabi po ng mga mayor na 'I don’t like it' wala po talaga yan. Marami naman pong mga cities at municipalities sa atin na walang pasugalan because ayaw ng mga mayor, ayaw ng governor. Kapag inayawan yan titigil po yan,” Tulfo said.

(If a mayor says 'I don't like it' then it won't happen. There are a lot of cities and municipalities that don't have gambling because the mayors and governor don't like it. If they reject it then it will stop.)
