Lawyer Hubert Dominic B. Guevara, senior deputy executive secretary under the Office of the President, has returned to the Securities and Exchange Commission (SEC) where he was appointed as a new commissioner.

“We are excited to welcome Atty. Guevara back to the Commission,” said SEC Chairperson Emilio B. Aquino in a statement. Guevara will replace Atty. Kelvin Lester K. Lee, whose term has ended.
He added that “we look forward to the expertise and insights that Atty. Guevara brings from his decades of experience in the executive branch and in the private practice of law, as the SEC progressively implements innovations and reforms to continuously improve ease of doing business, promote capital market development, and strengthen financial consumer protection."
Guevara’s appointment brings him back to the SEC more than a decade after having served as director of the former Compliance and Enforcement Department, or what is now the Enforcement and Investor Protection Department.

Immediately prior to his appointment as commissioner, Guevara served as senior deputy executive secretary under the Office of the President.
He also previously served as managing partner of the Joaquin Guevara Adarlo & Caoile Law Offices, and taught in private learning institutions.
Guevara earned his law degree from the Ateneo de Manila University, where he also took up his bachelor’s degree in legal management.
