CHR expresses ‘grave concern’ on reports of killings in illegal drugs operations in Davao City


While the Commission on Human Rights (CHR) condemns the use of illegal drugs, it expressed "grave concern" over Davao City Mayor Sebastian “Baste” Duterte’s war against drugs because of the recent incidents of killings that took place.

The CHR said that based on reports it received, five drug suspects were killed in separate incidents over the past 24 hours -- just two days after Mayor Duterte declared the war on drugs.

Manila Bulletin reported that two more drug suspects were killed before dawn on Tuesday, March 26, bringing the casualties to seven persons.

"The Commission vehemently denounces the alarming incidents of alleged extrajudicial killings associated with the anti-drug campaign in Davao City, as these acts constitute grave violations of fundamental human rights, particularly the right to life and due process, and are in direct disregard to the principles of justice and the rule of law," the CHR said in a statement.

"While the CHR recognizes the gravity of the drug problem in the country and the importance of anti-drug programs in addressing the issue with utmost urgency, we reiterate that putting the law in someone's hands will not resolve the problem as it only perpetuates the culture of impunity, violence, fear, and threat. Using extrajudicial means undermines the rule of law and destroys faith in legal systems, ultimately hindering genuine efforts to address the root causes of drug-related problems in the country,” it said.

It also said that is office in Region XI has already launched an investigation concerning the alleged drug-related killings.

At the same time, the CHR recommended the use of drug-abuse and trafficking prevention strategies because human rights principles should be upheld at all times. The country laws, it said, do not foster violence, insecurity, and a culture of impunity.

It urged the conduct of prompt and impartial investigations into the drug-related killings and ensuring that those responsible would be held accountable.

"CHR, as an independent national human rights institution (NHRI), reaffirms its willingness to collaborate with relevant government offices, particularly local government units (LGUs), to advance grassroots investigations and ensure due process. Let us remain steadfast in our roles and responsibilities so that we can bring truth and justice to the Filipino people," it also said.
