Public service knows no gender: CSC honors female awardees for 2023 Outstanding Government Workers
The Civil Service Commission (CSC), on Monday, March 15, extended its recognition to all women who were recognized during the Awards Rites for the Outstanding Government Workers year 2023.

CSC Chairperson Karlo Nograles said that 20 female civil servants who emerged as winners proved that "public service knows no gender."
"Their extraordinary dedication and impact in advancing national development inspire not only women but all public servants on the importance of championing gender equality and pursuing excellence in government," he added.
CSC noted that six women received the prestigious Presidential Lingkod Bayan (PLB) Award conferred by President Marcos Jr. for their exceptional contributions.
The first awardee was a teacher from Pangasinan, Raquel Rivera, who developed a software program that revolutionized how students learn information technology and communication technology for Alaminos City National High School students.
Meanwhile, a professor from Aklan Julie Ann Salido also received the said award, designed and developed a mobile app to track sea conditions and keep vessels safe in Region VI (Western Visayas).
CSC added that she also filed for a patent and security copyright of the Prototype Hybrid Trimaran Passenger and Cargo Vessel Using Multi-Engine and Alternative Energy from Ocean Waves, an eco-friendly marine transport system.
The next awardee is the Baguio Lead Contact Tracing Team, including Donnabel Panes and Mischelle Junio, who created the Retooled Contact Tracing System that helped manage the Covid-19 pandemic effectively.
It said the system reached different local government units nationwide and inspired others to develop similar contact tracing systems in their areas.
Landbank AB Program Team members Julie Rose Castro and Rosemarie Guevarra are following them, who helped launch a program that brings banking services to Filipinos in remote areas.
The team's innovation, CSC added, was anchored on the government's financial inclusion campaign and facilitated the opening of transaction accounts to 3.74 million previously unbanked registrants from 60 provinces.
These awardees mentioned above received special medallions, plaques signed by President Marcos, and cash prizes of P200,000 for individual awardees and P100,000 each for members of group awardees.
The PLB awards were also given to five recipients, including a University Professor at Isabela State University in Echague, Isabela Orlando F. Balderama, SUC President IV at the University of Science and Technology of Southern Philippines Ambrosio B. Cultura II from Cagayan de Oro City.
Others were Master Teacher I Kris Cristhopher C. Dela Cruz from National High School in Alaminos City and the S-PaSS Core Team from the Department of Science and Technology (DOST) - Region VI in La Paz, Iloilo City.
Moreover, the commission recognized more female awardees, who also received the Outstanding Public Officials and Employees (Dangal ng Bayan) Award for exemplary conduct and consistent display of exemplary behavior and the CSC Pagasa Award for outstanding contribution resulting from an innovative idea or exceptional performance.
Among the winners were Nutritionist-Dietician III at the Department of Social Welfare and Development (DSWD) Cordillera Administrative Region Eleonor B. Ayan from Baguio City, School Principal II at the Department of Education (DepEd) Schools Division of Abra in Bangued, Abra Mary Hazel B. Ballena, and Special Education Teacher I at DepEd - Division of Davao Oriental Gay D. Galdo from Mati, Davao Oriental.
Two groups led by women were also acknowledged, namely the Food Processing and Innovation Center (FPIC)-Davao --- the group is headed by DOST XI Supervising Science Research Specialist Mirasol G. Domingo, along with Senior Science Research Specialist Sheryl N. Napoco and Science Research Specialist II, Dorothy Joy M. Candilas.
Other awardees are from the Palayamanan Project Team from Bulacan Agricultural State College led by Associate Professor V Imelda S. Navarro, Associate Professor II Imee D. Esguerra, Associate Professor V Jennifer I. Guevarra, and Associate Professor I Rhuelyn A. Ballaran.
Furthermore, the awardees of the CSC Pagasa Award were from DepEd Schools Division of Surigao City Venus M. Alboruto, Education Program Supervisor, Department of Agriculture Regional Field Office II in Tuguegarao City Vanessa Joy F. Calderon, Senior Science Research Specialist.
Also, Associate Professor V from Isabela State University - Ilagan Campus Drolly P. Claravall and DOST Philippine Science High School System - Ilocos Region Campus Director III Ronnalee N. Orteza from San Ildefonso, Ilocos Sur received the said award.
