Deputy Speaker Quezon 2nd district Rep. David “Jayjay” Suarez has thought of a solution to the problem caused by Senator Imee Marcos' unceremonious slashing of P13 billion from the 2023 budget of the Pantawid Pamilyang Pilipino Program (4Ps).
This, as Suarez continued to air regrets on the failure of some four million Filipinos to benefit from the poverty alleviation program as a result of the budget realignment.
“A supplemental budget can address the 4Ps crisis created by Senator Marcos’ realignment of P13 billion from the program to other social amelioration endeavors of the government that left 843,00 families or 4 million poor Filipinos without financial support,” Suarez said In a statement Sunday, March 24.
The House official reiterates that the implementation of 4Ps is based on a law, thus its budget--as determined by Congress--shouldn't be trifled with.
“Hindi kaya ng sikmura natin na tiisin ang apat na milyong Pilipino na hindi nakakatanggap ng kanilang pondo sa 4Ps na mandato ng isang batas. Hindi dapat lalong lumala ang level ng kanilang paghihirap dahil may mga buwan o taong hindi nila natatanggap ang tulong na dapat sana ay para sa kanila,” he noted.
(I can't stomach the fact that four million Filipinos didn't receive their 4Ps cash aid as per mandate of law. These people shouldn't get pushed further into poverty just because were months or years that they missed a payout.)

In last week’s hearing of the House Committees on Public Accounts and Social Services, which delved into the realignment controversy, the Department of Social Welfare and Development (DSWD) confirmed the existence of a P9-billion deficit as far as 4Ps is concerned
Also, DSWD Secretary Rex Gatchalian confirmed Senator Marcos’ realignment of P13 billion in 2023 that was supposed to be for the 4Ps but was given to programs such as CALAHISIDS, AICS, quick response to calamities.
Suarez pointed out that when the 2023 national budget was approved in the House of Representatives, the 4Ps funding was complete and intact.
The beneficiaries of 4Ps are often tagged as the "poorest of the poor".
