Over 60 persons deprived of liberty (PDLs) in Caloocan City underwent training on food processing as part of the city's initiatives to prioritize the livelihood of vulnerable sectors, Mayor Dale Gonzalo “Along” Malapitan said.


Malapitan said on Saturday, March 23, that the livelihood training program was conducted by the Caloocan City Manpower Training Center (CCMTC) and the Public Employment Service Office (PESO), benefiting the PDLs who are currently in the custody of the Caloocan City Jail.
The city government said that the provided programs for the PDLs aim to create opportunities for them in order to earn an honest living, as well as assist in their faster reintegration into society.
"Batid natin na ang mga kababayan nating PDL ay kasama sa mga vulnerable sectors sa ating lungsod, kaya naman dapat lamang na mabigyan na sila ng kaalaman na maaari nilang magamit upang kumita sa isang legal, ligtas, at marangal na paraan (We know that our PDLs are among the vulnerable sectors in our city, that's why they should be given the knowledge that they can use to earn in a legal, safe, and dignified way),” Malapitan said.
The mayor also thanked the CCMTC and PESO for their combined efforts, as well as the Bureau of Jail Management and Penology (BJMP) for helping the PDLs take the first step to change their lives.
“Nagpapasalamat po ako sa pagtutulungan ng PESO, CCMTC, at BJMP upang gawing posible ang programang ito at ngayon pa lang ay bigyan na ng pagkakataon ang mga PDLs na simulan ang pagbabago ng kanilang buhay (I am grateful for the cooperation of PESO, CCMTC, and BJMP to make this program possible in order to give the PDLs a chance to start changing their lives),” he said.
Mayor Along also emphasized that the approach of his administration to justice has always been holistic, providing the necessary penalties and consequences for whoever abuses his constituents.
However, he said his administration also acknowledges the capacity of each individual to change for the better.
"Lagi ko pong sinasabi na walang puwang ang masasamang-loob sa ating lungsod, ngunit nais ko ring bigyang-diin na ang ating mga programa ay para sa lahat ng sektor at patuloy nating binibigyan ng oportunidad ang mga Batang Kankaloo dahil naniniwala tayo [sa] kapasidad ng bawat isa na maging isang mabuting mamamayan (I always say that there is no room for bad people in our city, but I also want to emphasize that our programs are for all sectors and we continue to give opportunities to all because we believe in everyone's capacity to be a good citizen),” Malapitan stressed.
