How to register children ages 0-4 years old for national ID
Here are all the registration details
We know that the national ID serves multiple purposes beyond identification, providing easier access to various government services such as finance, healthcare, protection, and education. Unlike other forms of identification, the national ID remains valid for a lifetime.
The good news is, the Philippine Statistics Authority (PSA) has expanded the registration for national ID to include children from zero to four years old, in addition to those ages five years old and above. The implementation of this initiative has already started in regional offices such as the SOCCSKSARGEN (South Cotabato, Cotabato, Sultan Kudarat, Sarangani, and General Santos City) region.
On the PSA SOCCSKSARGEN region website, “parents or guardians who wish to register their children must already be registered under the Philippine Identification System (PhilSys) and possess a PhilSys Card Number (PCN). This requirement ensures that the child's data can be linked to that of the parents or guardians.”
For children below the age of five, the only documents necessary for registration are the PSA/LCR birth certificate and the presence of the guardian with their PhilID/ePhilID card.”
Based on PSA guidelines, the child does not need to be physically present at the registration center. Parents only need to provide a front-facing photo of their children, along with the required IDs, documents mentioned earlier, and basic information such as sex, date of birth, blood type, address, and visit the nearest active registration center.

The process of registering for the PhilSys ID is completely free for all Filipino citizens, and there are no charges associated with the delivery of the ID card.
