DPWH, ADB start discussions on new flood shield projects

The Department of Public Works and Highways (DPWH) and the Asian Development Bank (ADB) have started the discussions on the planned Integrated Flood Resilience and Adaptation Project Phase 2 (InFRA 2), which seeks to enhance flood risk management in three significant river basins in the country.

DPWH Senior Undersecretary Emil K. Sadain and ADB Principal Water Resources Specialist and Mission Leader Eric Quincieu led the meeting as part of the five-day consultation mission for the upcoming major river basin projects.

Also discussed were land acquisition and resettlement issues, optimizing water resource management aspects such as off-stream storage and water recycling, project scope, potential for joint funding, and chances for climate-related concessional financing.

“Everyone’s contribution today will aid in the ADB Consultation Mission Team’s site visits and discussions with local authorities in the coming days. These are vital steps in the conduct of the detailed engineering design stage for InFRA 2, which will improve the weather resilience in flood-prone areas,” said Sadain.

Sadain added that the ADB-financed InFRA 2 aims to reduce flood hazards in many river basins, including the Apayao-Abulug River Basin in Apayao and Cagayan, the Jalaur River Basin in Iloilo, and the Buayan-Malungon River Basin in Sarangani, South Cotabato, Davao del Sur, and General Santos City. This will be achieved through the implementation of both structural and non-structural measures.

The project includes flood risk management planning, the rehabilitation and construction of flood protection infrastructure, enhancing community awareness, and developing and executing disaster risk reduction and management plans to minimize the vulnerabilities of various groups.

“We have been very successful with the development of InFRA 1 projects – the Abra River Basin and the Ranao or Agus and Tagum-Libuganon River Basins – which are now under various stages of design. Hopefully, this will be replicated in the implementation of InFRA 2,” he said.
