Angara thumbs down House plan to transmit RBH 7 to Comelec
Senator Juan Edgardo “Sonny” Angara on Monday, March 18 rejected the House of Representatives’ plan to transmit Resolution of Both Houses No. 7 (RBH 7) directly to the Commission on Elections (Comelec) citing the “bicameral system” of both the House and the Senate.
“With due respect, I think the correct procedure in our bicameral system is to transmit any resolutions or bills passed by either House to the other House,” Angara said when sought to comment on Rep. Manuel Jose Dalipe’s suggestion for RBH 7 to be directly forwarded to the poll body.
“Similar to what they did with previous resolutions, including those dealing with Charter change,” he added.
Angara, Senate Committee on Finance chief, is currently leading the discussions on the proposed amendments to the economic provisions in the 1987 Constitution, as head of the Senate Subcommittee on Constitutional Amendments and Revision of Codes through Resolution of Both Houses No. 6.
Angara, together with Senate President Juan Miguel “Migz” Zubiri and Senate President Pro Tempore Loren Legarda, crafted RBH 6 in response to the People’s Initiative signature campaign drive seeking to amend the 1987 Constitution.
Since Congress is set to go on a break for the Lenten Season, Angara said Charter change discussions in the Senate will resume after the break.
“(We will discuss it) after because this week is for Legislative Executive Development Advisory Council (LEDAC) bills like procurement reforms and others,” he said.
