Police Major Joseph Partidas, Ilog police chief, said the 17-year-old victim offered to taken his 16-year-old friend home before going to tennis practice in school.
However, the older victim lost control over his allegedly fast-moving motorcycle and rammed the rear of a truck parked on the roadside.
Partidas said the victims sustained severe head injuries as they were not wearing helmets. Both victims were declared dead in a hospital, he added.
He said they are still investigating how a minor was able to drive a motorcycle without a license.
Partidas said the truck driver has been released from police custody after the lapse of the 18-hour reglementary detention.
Both parties have already met for an initial settlement.
