ACT-CIS Party-list Rep. Erwin Tulfo (Ellson Quismorio/ MANILA BULLETIN)
House Deputy Majority Leader ACT-CIS Party-list Erwin Tulfo wants to personally hear from the governors of Laguna and Batangas the reasons why they haven't been able to completely stop illegal gambling in their respective provinces.
Tulfo was specifically referring to Laguna Governor Ramil Hernandez and Batangas Governor Hermilando Mandanas.
Tulfo, also a popular broadcast journalist, is of the opinion that governors are more than capable of halting illegal gambling in their respective jurisdictions, since "their word is law".
“I would like to file a motion to invite the governor of Laguna here and probably the governor of Batangas...kung bakit hindi po masawata ang pasugalan kasi yung kanilang pong salita ay batas (Why can't they get rid of gambling, their word is law)," he said during a hearing of the House Committee on Public Order and Safety on Thursday, March 14.
“Pag sinabi ni governor, 'Gusto ko tumigil ang sugalan sa teritoryo ko,' titigil po yan. Maniwala po kayo sa akin. Titigil po yan pag gusto ni governor o ginusto ni mayor,” stressed the no-nonsense solon.
(If the governor says, 'I want gambling in my jurisdiction to cease,' it will cease. Believe me. It will stop if the governor or mayor wants it to stop.)
Tulfo made the manifestation after Philippine National Police (PNP) Region 4A (Calabarzon) director, Brigadier Gen. Paul Kennet Lucas admitted during interpellation that political will was the main factor in solving the problem of illegal gambling.
“Pag ginusto po ng governor na wala pong sugal sa kanyang probinsya, pwede po, di ba?" Tulfo asked Lucas, to which the latter answered, "Definitely, your honor.”
(If the governor wants to get rid of gambling in his province, that is doable, right?)
The police general also admitted that if the governor and mayor will order them to stop the illegal gambling operations in their area, they will follow it.
A governor typically has several mayors under him or her in a given province.
The committee hearing delved into the alleged proliferation of gambling activities in the Calabarzon region.
Lucas said that Laguna, Batangas, and Cavite were the top three provinces in the region as far as the number of cases of illegal gambling is concerned.
Calamba, San Pablo City, and Sta. Rosa are the top areas in Laguna for illegal gambling cases. Over in Batangas, Lipa, Balayan; Agoncillo, Cuenca have the highest cases.
