Army chief reiterates commitment to promote women's access to justice

The Philippine Army's (PA) leadership underscored its dedication to promote women's access to justice after the wife of a military personnel reportedly attempted to block his promotion due to alleged abuses.

Army Commanding General, Lt. Gen. Roy M. Galido reiterated that the organization has mechanisms to ensure that gender-based violence within the ranks will not be tolerated.

This, after reports stated that Ms. Tessa Luz Reyes-Sevilla trooped to the Senate Building to prevent his husband, Colonel Ranulfo Sevilla, from getting promoted to brigadier general during a confirmation hearing by the Commission on Appointments (CA) due to alleged physical and mental abuse, infidelity, and lack of financial support.

Colonel Sevilla has yet to air his side of the story but Army spokesperson Col. Louie Dema-ala said: "We cannot comment on the case of Brig. Gen. Sevilla since it is already [an] ongoing legal process. However, the Philippine Army under the leadership of Lt. Gen. Roy M. Galido regularly implements the Gender-Based Violence Referral System which signifies the Army's commitment to gender equality and well-being of its soldiers and dependents."

Supervised by the Office of the Army Gender and Development (OAGAD), the Gender-Based Violence Referral System which caters to victims of gender-based violence committed by Army personnel or civilians against military personnel or their dependents.

These include domestic-related cases such as physical, sexual, psychological or economic abuse involving family members; and non-domestic-related cases such as abandonment of live-in partner, child abuse, sexual harassment, and other forms of sexually-related cases.

"The Philippine Army enforces its gender policies and laws which promote women and girls' access to safety and justice," Dema-ala noted.

He said that Galido has emphasized to each Army personnel the value of the sanctity of a family.

"They have a big impact [on] a soldier's professional development and personal outlook in life, especially towards his sword duty to serve the people and the country," Dema-ala stressed.
