A House of Representatives official felt the need to pray for the senators' "clarity of mind" on the topic of Charter change (Cha-cha).
As such, Secretary General Reginald Velasco enjoined House employees during the flag-raising ceremony Monday morning, Feb. 5 to offer "one minute of silent prayer" for the other legislative chamber.
"Let's give one minute silent prayer, na ipagdasal natin na sana yung ating mga kaibigan natin sa Senado ay luminaw ang kanilang pag-iisip at magkaisa tayo dito sa constitutional reform. Please bow our head for a one minute silent prayer," Velasco said.
(Let's pray that our friends in the Senate would have clarify of mind, and that we would unite in this bid for constitutional reform.)

Velasco made the remark amid the ongoing tit-for-that between the House of Representatives and the Senate on the People’s Initiative (PI) and on Cha-cha.
The 300-member House has been pursuing the lifting of the restrictive economic provisions of the 1987 Constitution. The 24-member Senate, on the other hand, seem more concerned with the checks and balances of the process, to the point of inaction.
Velasco is the highest-ranked civilian official in the House.
