The Palace stated this following a supposed memorandum issued on Feb. 2, 2024 to all heads of departments and instrumentalities, directing them to submit updated documentary requirements by presidential appointees.

The memorandum covers all incumbent presidential appointees appointed before Feb. 1, 2023. They were ordered to submit their updated personal data sheet and clearances from the Civil Service Commission, National Bureau of Investigation, Office of the Ombudsman, and Sandiganbayan.

Presidential Communications Office (PCO) Secretary Cheloy Garafil confirmed the document by explaining its purpose.

She emphasized that the directive also covers all Marcos' appointees.

"This is a directive to all presidential appointees, including those appointed by President Ferdinand R. Marcos, Jr., as part of performance review and to ensure continuing qualifications to remain in office," Garafil said.
