Capiz town mayor appeals 3-month suspension

ILOILO CITY – Mayor Receliste Escolin of President Roxas, Capiz has filed a motion to stop the Office of the Ombudsman from implementing his three-month suspension.

ESCOLIN (DA-6)

Escolin has submitted an Omnibus Motion for Reconsideration with prayer to hold in abeyance the Ombudsman’s implementation order, following the order of Associate Ombudsman Pilarita Lapitan to Capiz Gov. Fredenil “Oto” Castro to implement his suspension.

Castro has yet to implement Escolin’s suspension.

The governor reportedly has not formally received a copy of the Ombudsman order issued last December.

The order against Escolin stemmed from a case filed by former President Roxas Vice Mayor Alfonso Locsin Golero in 2017.

Golero accused Escolin of grave abuse of authority, grave misconduct, and simple misconduct for allegedly traveling outside Capiz without securing a travel order from then Gov. Antonio del Rosario.

The grave abuse of authority and grave misconduct were cases against Escolin were dismissed.

Escolin said that a three-month suspension without pay for simple misconduct is too harsh of a penalty.

He said the Ombudsman actually suspended Golero for six months in 2021 for malversation of public funds.
