Abalos is top performing Cabinet member based on 'Boses ng Bayan' survey

Department of the Interior and Local Government (DILG) Secretary Benjamin “Benhur’’ Abalos Jr. emerged as the top performing Cabinet member after he garnered a public satisfaction rating of 92 percent.
The result was based on the survey conducted by the “Boses ng Bayan’’ Annual Performance Report 2023 of the RP-Mission and Development Foundation Inc. (RPMD) held from Dec. 27 to Jan. 5.
Setting a threshold of 50 percent as the pass mark, the non-partisan survey group’s assessment focused on the cabinet performance.
Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian and Department of Tourism (DOT) Secretary Christina Garcia-Frasco placed second and third with 88 percent and 87 percent performance ratings respectively.
Occupying the joint third spot are Department of Justice (DOJ) Secretary Jesus Crispin Remulla and Department of Budget and Management (DBM) Secretary Amenah Pangandaman with 85 percent and 84 percent performance ratings respectively.
The report stated that Department of Trade and Industry (DTI( Secretary Alfredo Pascual came in fourth with an assessment score of 81 percent followed closely behind by Department of Transportation (DOTr) Secretary Jaime Bautista, who secured the fifth rank with a 79 percent rating.
On the sixth spot, Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan got a 76 percent rating, followed by Department of Information and Communications Technology (DICT Secretary Ivan John Enrile Uy with a 74 percent grade for the seventh position.
Special Assistant to the President (SAP) Anton Lagdameo Jr. came in eighth with a performance rating of 72 percent alongside Department of Foreign Affairs (DFA) Secretary Enrique Manalo with a 71 percent score.
Department of Science and Technology (DOST) Renato Solidum came in next with a 69 percent performance score for ninth rank spot, followed by Department of Finance (DOF) Secretary Benjamin Diokno, ranked tenth with a score of 67 percent with Executive Secretary Lucas Bersamin obtaining a grade of 65 percent for the eleventh position.
Solicitor General Menardo Guevarra came in next with a 63 percent job satisfaction rating, shares the twelfth position with Department of Human Settlements and Urban Development (DHSUD) Secretary Jerry Acuzar and Department of National Defense (DND) Secretary Gilbert Teodoro Jr. both with 62 percent performance ratings.
Press Secretary Cheloy Garafil occupief the 13th spot with a 60 percent performance grade, followed by 58 percent rating of Department of Labor and Employment (DOLE) Secretary Bienvenido Ledesma (DOLE) for the fourteenth position.
“The fifteenth rank is held by Secretary Ted Herbosa of the Department of Health (DOH) with 56 percent, followed by Secretary Raphael Lotilla of the Department of Energy (DOE) and Presidential Adviser on Peace, Reconciliation and Unity Carlito Galvez Jr, both at 54 percent in the sixteenth spot. Concluding the rankings are Chief Presidential Legal Counsel Juan Ponce Enrile with 51 percent and Elaine Masukat of the Presidential Management Staff with 50 percent, both in the seventeenth position,’’ the survey group noted.
“Throughout the year, the performance of cabinet officials varied significantly, with fluctuations in their rankings indicating their respective successes and challenges. These variations, stemming directly from their quarterly performance evaluations, underscored the profound influence of their decision-making and actions over the year. The fluctuating ratings, with some officials experiencing a rise and others a decline, underscored the intricate and constantly shifting dynamics of public service and governance,’’ it added.
The nationwide "Boses ng Bayan" survey, conducted by RPMD, spanned across cities in every region, engaging 10,000 adult participants with the survey being a representative of the 67.75 million registered voters in the country, utilized a random selection process to ensure a diverse and proportionate representation of each city, aligning with official voter population statistics.
“The survey's findings are characterized by a margin of error of +/-1% and are reliable at a 95% confidence level, reflecting a robust and comprehensive analysis of the national sentiment,’’ the RPMD continued.
