Mayor Francis to seek reelection in 2025 polls

Two-term San Juan City Mayor Francis Zamora will be gunning for his third term in the 2025 elections, Zamora announced on Wednesday, February 28.

Ibig sabihin from congresswoman to mayor to vice mayor to the 12 councilors ay napanalo nating lahat (I am currently in my second term and if I will be lucky, I will go on my third term. Yes I'm planning to run again for a third term and of course, I would just like to say that in the previous election, we had a winning streak of 15-0. This means the members of our ticket from congresswoman to mayor to vice mayor to the 12 councilors won)," Zamora said during a media interview in his office at the City Hall.

The 46-year-old mayor started his political career as a councilor from the 2nd district of San Juan in 2007. Three years later, he was elected vice mayor of the city.

After two consecutive terms as vice mayor, Zamora ran for the mayoralty post in the 2016 elections against then San Juan City Mayor Guia Gomez. However, he lost the said election to Gomez.

In 2019, Zamora ran again for mayor against then Vice Mayor Janella Ejercito where he won by a wide margin, thus ending the Ejercito-Estrada reign in the city after 50 years.

Zamora was reelected to a second term in 2022, and in November 2022, he was elected as president of the Metro Manila Council (MMC), co-chairperson of the Regional Development Council (RDC), and chairman of the Regional Peace and Order Council (RPOC) of Metro Manila.

He led the historic launching of the single-ticketing system (STS) in San Juan to help ease traffic congestion in Metro Manila and streamline traffic fines.

Through the STS, motorists no longer have to go to the city where they were apprehended to pay their fines because the Metropolitan Manila Development Authority’s (MMDA), the Land Transportation Office’s (LTO), and the 17 LGU’s traffic systems are now linked and integrated into one system.

Violators can now easily pay on-the-spot through different payment channels like GCash, Maya, and credit and debit cards.

Zamora also led San Juan in clearing all its 21 barangays of drugs. The Philippine Drug Enforcement Agency declared these barangays 100 percent drug-cleared, paving the way for San Juan to become the very first drug-cleared city in the National Capital Region (NCR).

In his State of the City Address, Zamora highlighted the City Social Welfare and Development’s programs and projects under the helm of the City Social Welfare and Development and other departments and offices that follow the four pillars under the United Nations Convention on the Rights of Children, which includes their right to life and survival, development, protection, and participation.

The mayor had also initiated educational programs and initiatives aimed at uplifting the quality of education of the San Juaneño youth.

These include the distribution of free school uniforms, school supplies and materials, as well as the provision of WiFi and smart TVs in schools. At home, they were also given free fiber optic internet connection, tablets and laptops for school.

The city government also regularly provides financial educational assistance to students, cash grants to all honor students, and financial incentives to all student athletes of the city’s public schools.

Monthly educational assistance is also available for the children of underprivileged solo parents; 100 children who need special protection, including victim-survivors of violence; children in conflict with the law, children at risk, and children under foster care.

The mayor also founded different facilities for the benefit of the children and the youth. These include basketball courts and child development centers under the Early Childhood Care and Development Program of San Juan.

Zamora said the city cares for its children, whom he considers as his own, and for this, San Juan City was recognized as a “Child-Friendly Local Government Unit” by the Department of the Interior and Local Government (DILG) in the 2023 Urban Governance Exemplar Awards.

The city was also recognized by the DILG for its outstanding performance in the following functionality assessments: Anti-Drug Abuse Council Performance Audit, Child-friendly Local Governance Audit, Local Committee on Anti-Trafficking, Violence Against Women and their Children Functionality Audit, Local Council for the Protection of Children Functionality Audit, Peace and Order Council Performance Audit, and Local Legislative Award for Implementation of the Manila Bay Clean-up, Rehabilitation and Preservation Program.

Zamora also kicked-off numerous health and wellness-centered seminars and partnerships aimed at boosting the knowledge and awareness of all residents, especially San Juaneño women, about breast cancer, cervical cancer, and other diseases.
