Around 1,500 personnel of the Manila Police District (MPD) were deployed on the 38th Anniversary of the EDSA People Power Revolution, on February 22.
Chief Brigadier Gen. Arnold Thomas Ibay told Manila Bulletin that he deployed the policemen to observe usual places of convergences including the freedom parks in the city.
Several police were also seen monitoring Mendiola, Luneta, and Welcome Rotonda.
Ibay noted that the City of Manila had not received any requests for a rally.
In an interview with Manila Mayor Honey Lacuna-Pangan during MPD's 123rd anniversary on February 19, she said the city government will implement a “no permit, no rally” policy on EDSA Day.

At 1 p.m., around 60 activists had reportedly conducted a short protest program in front of the Mendiola Peace Arch.
One of the groups called on the public to honor and give more recognition to the activists who sacrificed their lives during martial law and those who joined the historic march in EDSA in 1986.
Meanwhile, groups of People's Initiative, Partido Federal, and Bagong Pilipinas held a mini-concert for a "peaceful and united" rally to support President Ferdinand "Bong-Bong" Marcos Jr. and the passage of the People's Initiative.

MPD said it will continue to monitor the areas in the city until tomorrow.
Motorists were advised to keep posted on the Metropolitan Manila Development Authority (MMDA) social media platforms to avoid routes blocked by protesters.
