Why is Senator Imee Marcos "singling out" the administration of her own brother, President Marcos, over alleged irregularities in the budget process?
Deputy Majority Leader Puwersa ng Bayaning Atleta (PBA) Party-list Rep. Migs Nograles floated this journalist-worthy question on Tuesday, Feb. 20 during a press conference at the House of Representatives.
“Bakit po sini-single out ang administrasyon na ito? Pag tiningnan ninyo naman po ang past administrations, 'yung process ganito ang nangyayari, hindi lang administration na ito,” she said.
(Why are you singling out this administration? If you take a look at the past administrations, the same process happened, and not just in this administration.)
Nograles was referring to the lady senator's criticisms on the Bicameral Conference Committee process on the 2024 General Appropriations Act (GAA).
It was during the bicam meetings late last year when the P26.7-billion Ayuda sa Kapos ang Kita Program (AKAP) was made into a line item in the then-proposed national budget.
Senator Marcos had recently assailed AKAP, which she claimed was meant to bankroll the signature campaign in connection with the People's initiative (PI) for Charter change (Cha-cha).
She has since questioned other bicam-level insertions of items that could not be found in the National Expenditure Program (NEP), which is the precursor to the GAA.

But Nograles says things have always been done this way under the budget process.
Senator Marcos also claimed that she wasn't aware of the AKAP, despite the fact that she signed she signed the bicam report on the P5.768-trillion GAA for 2024. She was part of the Senate contingent to the bicam meetings.
Senator Marcos has also assailed Speaker Martin Romualdez, her own cousin and the leader of the 300-plus strong House of Representatives, over his alleged hand in the PI movement. The latter has denied this.
Romualdez is arguably President Marcos' most trusted lieutenant in the legislature, if not the entire bureaucracy.
