The 300-plus strong House of Representatives has constituted itself into a Committee of the Whole in preparation for its deliberation on Resolution of Both Houses (RBH) No.7.
Deputy Majority Leader Iloilo 1st district Rep. Janette Garin made the motion to constitute the Committee of the Whole during House plenary session Tuesday night, Feb. 20.
The presiding officer of the session, Deputy Speaker TUCP Party-list Rep. Raymond Democrito Mendoza, approved the motion after hearing no objections.
After this, Garin announced that the committee will commerce its consideration of RBH No.7 on 1 p.m. Wednesday, Feb. 21.
RBH No.7 is an exact copy of the Senate's RBH No.6, which proposes amendments to Articles XII, XIV and XVI, focusing on the national patrimony, economy, education and general provisions of the 1987 Constitution.
It essentially seeks to ease the restrictive economic provisions of the existing Charter--a decades-long desire of the House members.

Senior Deputy Speaker Aurelio "Dong" Gonzales Jr., and Deputy Speaker David Jay-jay Suarez will serve as vice chairmen.
Regular plenary session was still scheduled at 3 p.m. Wednesday, meaning that the proceedings of the Committee of the Whole could take only two hours, at least for that day.
