QC Council passes ordinance strengthening 'Right to Care Card' for LGBTQIA+

The Quezon City Council has passed an ordinance strengthening the “Right to Care Card” for the members of Lesbian, Gay, Bisexual, Transgender, Queer, and Intersex (LGBTQIA+) community.

MullenLowe TREYNA, a public relations agency, led the “Right to Care Card” partnership with the City’s Gender and Development (GAD) Council Office.

It states that the city government continuously strives to make healthcare more accessible and inclusive to all the members of LGBTQIA+ community.

The ordinance states that the “Right to Care Card”, through the Special Power of Attorney (SPA), shall authorize queer couples to choose the kind of hospital treatment, medical procedures, tests, and prescriptions that their partners shall receive.

They will also be allowed to provide care during hospitalization and receive important information through the duration of admission.

According to Ordinance 3221 Section 1, the ordinance shall be known as the “Quezon City Right to Care Ordinance.”

The city government declared that all healthcare providers within the territorial jurisdiction of the city shall recognize and respect the use of the Quezon City Right to Care Card issued by the city’s GAD Council Office.

The “Right to Care Card” was formally launched to the public on June 24, 2023 to combat the lack of legislation that recognizes the rights of the members especially in the aspect of healthcare.

The local government unit (LGU) stated that the LGBTQIA+ couples who are interested can register for the program through the GAD Council Office where they need to fill up forms, including the SPA contract that is required to be notarized as well.

Upon the submission of duly notarized forms, the Quezon City Legal Team will validate the data provided, and once validated, the QC GAD Office shall distribute physical cards with unique QR codes to access the digital copy of their validated SPA contract.

According to the LGU, registered individuals will also be required to attend seminars that will discuss in detail all the rights and benefits that come with the card.
