Police Lt. Col. Roberto Indiape Jr., Kabankalan police chief, said that a 53-year-old tricycle driver found the baby wrapped in plastic with his umbilical cord still attached to his body while checking a pipeline.
Indiape said that based on initial medical examination, the infant had a neck injury.
Police could not determine how long the baby had been in the area and the person responsible for abandoning him.
He said that the barangay decided to bury the infant later that day.
