House Assistant Majority Leader Ako Bicol Party-list Rep. Jil Bongalon took exception to those casting a bad image on the Ayuda sa Kapos sa Kita Program (AKAP), which he described as a new but noble program.
“AKAP [is] full of good intentions at panawagan ko na lang sana huwag bigyan ng pangit na kulay,” Bongalon said in a press conference Wednesday, Feb. 14.
(My appeal is please don't cast a bad image on the program.)
Bongalon, a neophyte member of the House of Representatives, was reacting to allegations by Senator Imee Marcos that the funds for the P26.7-billion pro-poor were being used for the signature campaign under the People’s Initiative (PI) for Charter change (Cha-cha).
The Bicol solon expressed bewilderment over attempts to politicize government aid programs.
“Bakit po pilit na binibigyang kulay ang mga ayuda ng gobyerno at pilit po na ikinokonekta dito sa [PI] (Why are they forcing controversy on these government aid programs and connecting it to PI)?
"The last time I checked, it is the executive department who is the implementing agenc[y] for these respective programs,” Bongalon said.
Bongalon mentioned long-standing measures like the Medical Assistance for Indigent Patients (MAIP), Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced workers (TUPAD), and Assistance to Individuals in Crisis Situation (AICS) as belonging to the government's pro-poor initiatives.
“Bakit po ngayon bibigyan nila ng kulay at kami daw ang nag-iimplementa nitong mga programang ito (Why are they now politicizing this and claiming that we are implementing this program)? These are programs of different agencies of the government. Wala pong say dito ang mga House members (The House members have no say in this),” Bongalon stressed.
“So yun lamang po ang aking kapaliwanagan para po hindi po mabudol ang ating taumbayan na pilit na pinapasama ang imahe ng mga kongresista,” he added.

(So that is my explanation so that our people won't get fooled by those casting a bad image on the congressmen.)
There have been claims from the Senate that House Speaker Martin Romualdez is directly behind the PI. Romualdez has repeatedly denied this.
