Newborn abandoned inside gasoline station toilet; QCPD arrests 3 suspects

Operatives of Quezon City Police District (QCPD) Anonas Police Station (PS 9) arrested three suspects after abandoning a newborn baby in a gasoline station on Friday, Feb. 9.

Police identified the suspects as Angeleen Quilang, 20, the mother of the newborn baby; Cecelia Quilang, 64, and Arnulfo Quilang, 66, the infant’s grandparents, all residents of Vista Verde, Country Homes, Barangay Muntindilaw, Antipolo City.
Personnel of PS 9 Tactical Motorcycle Riding Unit (TMRU) responded to the report of an abandoned newborn baby inside the gasoline station’s restroom along Kamias Road, Kalayaan Avenue, Malaya, Quezon City, at around 8:30 a.m, on Feb. 9.
The closed-circuit television (CCTV) footage revealed that a female, dressed in a t-shirt and jogging pants, used the restroom and then requested the next customer to clean it, citing a menstrual issue.
Subsequently, Quilang left aboard a dark gray sport utility vehicle (SUV) together with the two other suspects.
Michael De Guzman, a witness and staff of the gasoline station, discovered the newborn baby boy and reported this to the police.
Personnel from the Bureau of Fire Protection (BFP) and the Peacekeeping and Security Officers of Barangay Malaya rushed the infant to East Avenue Medical Hospital for immediate medical attention.
Following the discovery, PS 9 promptly launched a comprehensive investigation, utilizing CCTV footage to identify the suspects.
Operatives received information on Feb. 10 and located the suspects' residence and the vehicle involved at No. 16, Condor St., Vista Verde, Country Homes, Barangay Muntindilaw, Antipolo City.
Police conducted a surveillance operation on Sunday, Feb. 11, enabling operatives to identify the suspects, which led to a hot pursuit operation.
The next day, Feb. 12, at around 3 p.m, the Station Women and Children Concern Section (SWCCS) of PS 9, in collaboration with the Women and Children Protection Desk (WCPD) of the Antipolo Police Station and Barangay Council for the Protection of Children (BCPC) of Barangay Muntindilaw successfully apprehended the suspects.
They will be charged for Frustrated Infanticide and violation of Article 276 of the Revised Penal Code, Abandoning of Minor in relation to Republic Act. 7610 or the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act, police said.
