The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Tuesday, Feb. 13 said three weather systems—the northeast monsoon, shear line, and easterlies—remain the dominant weather systems, which may bring rain showers to some parts of the country.

PAGASA in its 4 p.m. bulletin said the northeast monsoon, locally known as "amihan," may bring cloudy skies with scattered rain showers and thunderstorms to Cagayan Valley, Cordillera Administrative Region, Aurora, and the rest of Quezon.
Partly cloudy to cloudy skies with isolated light rains will be felt in Metro Manila and the rest of Luzon due to amihan.
Meanwhile, the weather bureau continued to warn the public in Bicol Region, Eastern Visayas, Southern Quezon, Marinduque, Romblon, Oriental Mindoro, Aklan, Capiz, and Davao Region of flash floods or landslides that may occur in times of moderate to heavy rains due to the shear line.
Shear line is a rain-inducing weather system where the cold northeasterly winds and warm easterlies converge, according to PAGASA.
It said cloudy skies with scattered rain showers and thunderstorms will be expected in these areas.
Moreover, the rest of the country will also have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to the easterlies or warm winds from the Pacific Ocean and localized thunderstorms.
PAGASA also advised the public to be vigilant against flash floods or landslides during severe thunderstorms.
