CAMP RAFAEL C. RODRIGUEZ, Butuan City – The Police Regional Office-13 on Wednesday, January 31, reported a 13.79 percent decrease in index and non-index crimes in the Caraga region.
The PRO 13-Regional Investigation and Detective Management Division said that from July 18, 2023, to January 18, 2024, 2,531 crime incidents – 642 index crimes and 1,889 non-index – were recorded, 405 fewer than July 18, 2022 to January 18, 2023 with 2,936 (718 index crimes and 2,218 non-index crimes).

Index and non-index crimes refer to total peace and order indicator which include crimes that reflect the true crime picture and peace and order situation.
The PRO 13-RIDD 13 said 78 murder cases were recorded from July 18, 2023, to January 18, 2024, compared to 93 from July 18, 2022, and January 18, 2023.
Homicide incidents declined from 19 to 18, physical injuries from 84 to 73, rape from 207 to 200, robbery incidents from 96 to 74, and theft incidents from 190 to 160.
The PRO-13 said community support played a major role in this achievement. “Community support plays a vital role in the enforcement of laws,” PRO 13-Regional Public Information Office (RPIO) chief Police Major Jennifer S. Ometer said.
PRO-13 Director Police Brig. Gen. Kirby John B. Kraft emphasized the comprehensive whole of community approach in addressing all forms of criminality.
“These remarkable gains are outcomes of the comprehensive whole-of-community approach to address threats to peace and order and criminality,” he said.
“In addition to the commendable efforts of the Caraga police to ensure a peaceful and progressive region, it is essential to recognize the immense contributions made by all stakeholders,” Kraft said.
Department of Tourism-13 Regional Director Ivonnie B. Dumadag and DOT-13 Senior Tourism Operations Officer Kylee Doreene Q. Plaza credited the high tourist arrivals to the peace and order situation in the region.
DOT-13 said 5,450,557 international visitors entered the country from January 1 to December 31, 2023, 91.80 percent or 5,003,475 are foreigners. The remaining 8.20 percent or 447,082 are overseas Filipinos.
Dumadag and Plaza emphasized that these figures prove that the Caraga region remain a safe haven for tourism.
“Tourist arrivals, both foreign and domestic, continue to soar high in this part of the country, particularly in the Paradise Island of Siargao, where the country’s surfing capital is located,” added Dumadag.
