DAVAO CITY – The Mindanao Development Authority will step up its advocacy for public-private partnerships starting next year to support and increase the capabilities of local government units in Mindanao.
MinDA Chairman Secretary Leo Tereso A. Magno, speaking at the Wednesday Media Forum in a mall here, said the administration recognizes the transformative power of the private sector. He added that they have established consensus with the PPP Center to strengthen the initiative.

Magno said MinDA is working to create tailored master plans for every region to facilitate PPP linkages as part of the initiative that aligns with President Ferdinand R. Marcos Jr.’s priority of leveraging private sector engagement to advance national development.
The MinDA Secretary disclosed that consultations with governors are in progress, with plans to equip local government units with the necessary tools and strategies to commence next year.
“We aim to empower LGUs by encouraging them to adopt PPPs. While the national government often provides initial funding, LGUs must see private sector partnerships as a way to overcome funding challenges and explore new opportunities,” Magno said.
He said the MinDA would evaluate whether LGUs have established PPP ordinances to ensure they are prepared for implementation. He added that MinDA will support the development of the required frameworks if the ordinances need to be improved.
Magno said they are creating a dedicated MinDA office to concentrate exclusively on PPPs. He emphasized the significance of equipping LGUs with the legal authority and comprehension to engage with PPPs effectively.
“The LGUs need to understand the intricacies and levels of PPP agreements. By empowering them, we ensure they could maximize their potential under the law to spur development in their areas,” Magno said.
He said MinDA will play a pivotal role in the plan by providing guidance and sharing information to ensure LGUs are well-prepared to capitalize on these opportunities. He added that the initiative includes a comprehensive information campaign to educate LGUs on the PPPs.
Magno said the strengthened PPP initiative underlines the MinDA’s commitment to fostering inclusive growth and development across Mindanao through enhanced collaboration between the public and private sectors.
