In the House of Representatives, there is palpable anticipation on when Secretary General Reginald Velasco will transmit the two impeachment complaints against Vice President Sara Duterte to the House Speaker’s office.
But Velasco doesn't seem to be budging, at least not yet. And the reason for this inaction is the report that a third impeachment complaint against Duterte might be on the way.
On Monday, Dec. 3 civil society figureheads led by former senator Leila de Lima filed the first impeachment complaint against Duterte. Thi was followed on Wednesday, Dec. 4 by the filing of an impeachment rap against the lady official by progressive groups.
“Hindi pa [na-trasmit], kasi may balita kami na may mga magpa-file pa. So, para isang transmittal na lang kay Speaker [Martin Romualdez],” Velasco said of the two complaints.
(They haven't been transmitted because we received news that there will be another filling. We'd rather transmit them all in one go to Speaker Martin Romualdez.)
Journalists waited for the rumoured third filing of an impeachment complaint Thursday, Dec. 5. However, no filer came.
Offices are closed in the House from Friday to Sunday, meaning there won't be another opportunity to file until Monday, Dec. 9.
In the interim, Velasco says the House is studying the two existing complaints.
“Tapos pinag-aaralan din kasi ng legal staff namin ‘yung finile na complaint, kung may kulang, kung na-verify, mga ganyan. Para si Speaker can decide on the basis of the information that we will submit,” he said.
(Our legal staff is also studying the complaint filed, they're looking for omissions, verifications, and the like.)
Velasco also bared that some lawmakers had approached him to discuss the possibility of them filing or endorsing an impeachment complaint. “Kaya on hold kami dito, naghihintay kami (That's why we're on hold here, we're waiting)."
But he says the impeachment complaints will be transmitted next week in case there isn't a new filing.
“I think as early as next week we will transmit it to the Speaker's office,” he said.
“We will let you know, once we officially transmit the cases, the complaints to the Speaker, we will let you know," Velasco told the journalists.
The last session day of the year for both the House and Senate is Wednesday, Dec. 18.
