DAR condones debts of 4,630 Capiz farmers


ILOILO CITY – A total of 4,630 farmers from Capiz province were freed by the Department of Agrarian Reform (DAR) of their debts as agrarian reform beneficiaries (ARBs).

LAND titles were distributed to agrarian reform beneficiaries in Roxas City, Capiz.  (DAR-Capiz)

The DAR distributed Certificates of Condonation with Release of Mortgage (CoCRoMs) to the ARBs, the first in Western Visayas region.

Sen. Imee Marcos joined DAR-6 Regional Director Leomides Villareal, DAR-Capiz OIC Alona Albances, and Gov. Fredenil Castro in distributing the CoCRoMs in Roxas City on Nov. 28.  

The distribution was part of the New Agrarian Emancipation Act (NAEA) signed into law by President Ferdinand R. Marcos Jr. in July 2023.

The CoCRoMs were issued to ARBs who were unable to pay their principal amortizations, interest, or surcharges.

Sen. Marcos said that her brother’s administration prioritizes that farmer-beneficiaries must have debt-free lands to have full tenure and contribute in agricultural productivity. 

The CoCRoM is under the Support to Parcelization of Lands for Individual Titling (SPLIT) Project which issues individual land titles to farmer-beneficiaries.

Meanwhile, DAR also distributed 441 e-titles to 345 ARBs and 66 Certificates of Land Ownership Award (CLOAs) to 61 ARBs in Capiz.
