Mayor Ruffy Biazon launched the free public Wi-Fi project and inaugurated the Philippine National Police (PNP) Command Center as the city marked the 107th founding anniversary of Muntinlupa on Dec. 19.
It was on Dec. 19, 1917 when Governor-General Francis Burton Harrison signed Executive Order 108 that designated Muntinlupa as an independent municipality.
In his address to mark the Muntinlupa anniversary, Biazon said the MUNConnect free public Wi-Fi is now operational to give residents wider internet access.
“Para ito sa ating mga estudyanteng nangangailangan ng online learning, sa mga negosyanteng gustong palawakin ang kanilang negosyo, at syempre, para sa mga pamilyang nais manatiling konektado,” he said.

Biazon also led the blessing and inauguration of the General Rodolfo G. Biazon Hall and Muntinlupa City Police Command & Operations Center at the PNP Headquarters in Barangay Tunasan.
Ang General Biazon Hall will serve as a reception area for visitors at the PNP headquarters to commemorate the service of the late Senator Rodolfo Biazon, who also served as Muntinlupa representative.
The Muntinlupa City Police Command & Operations Center is equipped with advanced monitoring systems and technologies, including video feeds from body cameras for real-time surveillance and increased transparency.
Southern Police District chief Brig. Gen. Bernard Yang, Muntinlupa Police chief Col. Robert Domingo and Monserrat Biazon attended the ceremony with the mayor.
In addition, the Muntinlupa Skate Park located on Arandia Street in Barangay Tunasan was formally opened on Dec. 19.

Biazon cited outstanding Muntinlupeños, including the heroism of the Muntinlupa Water Search and Rescue (WASAR) Team which rescued 86 people in Malabon during typhoon “Carina.”
“At ngayong ipinagdiriwang natin ang 107th founding anniversary ng Muntinlupa, hindi lamang natin inaalala ang mahabang kasaysayan ng ating pagkakatatag. Pinagbubunyi rin natin ang diwa ng malasakit, katapatan, at tagumpay na nagbuklod sa atin sa mahigit isang siglo. Sa bawat taon, sa bawat kwento, makikita natin ang puso ng bawat Muntinlupeño—isang pusong handang maglingkod, gaano man kaliit o kalaki ang pagkakataon,” said Biazon in his speech.
The mayor cited local heroes from those who returned lost items to outstanding athletes who have brought honor to Muntinlupa and employees.
In sports, he mentioned basketball player Kevin Quiambao of Barangay Bayanan who received the UAAP Men’s Basketball most valuable player award.
He also cited Annie Ramirez of Barangay Cupang who won a bronze medal at the World Ju-Jitsu Championships.
“Annie has consistently brought honor to the Philippines through her outstanding performances in the Southeast Asian Games,” said Biazon.
He unveiled the plan to establish the Mayor’s Medal of Honor for those who have shown honesty and care, and Medal of Valor for those who have shown bravery and dedication beyond the call of duty.
Awards
In 2024, the Muntinlupa City government received numerous awards for its projects, programs and services.
One of the awards that Muntinlupa got was the Seal of Good Local Governance, awarded to local government units based on disaster preparedness, financial administration and environmental management.
“Sa loob ng tatlong sunod na taon mula 2022, matagumpay nating napanatili ang SGLG award. Ipinapakita nito na sa Muntinlupa, hindi lamang tungkulin ang mahusay na pamamahala—ito ay responsibilidad at panata natin sa bawat Muntinlupeño,” said Biazon.
Muntinlupa was also honored with the Overall Most Competitive City award. This year, Muntinlupa is No. 1 in innovation, No. 2 in resiliency, No. 3 in infrastructure and No. 6 in government efficiency.
The city government’s Electronic Business One-Stop Shop was recognized by the Anti-Red Tape Authority as a model for ease of doing business.
Muntinlupa was also included in the Top 10 Best Performing Cities in Local Revenue Collection, according to the Department of Finance-Bureau of Local Government Finance.
The Department of the Interior and Local Government (DILG) also honored Muntinlupa with nine awards at the Urban Governance Exemplar Awards.
“Marami pa tayong nasa listahan pero baka abutin na tayo ng New Year…Hindi magiging posible ang mga parangal na ito kung wala ang dedikasyon at sakripisyo ng bawat empleyado ng Pamahalaang Lungsod. Pinangunahan ito ng ating City Administrator, Engineer Allan Cachuela, na nagsisilbing gabay at lider sa pagtugon sa pangangailangan ng mga Muntinlupeño,” the mayor said.
Biazon said the iRespond App, a mobile emergency reporting system, is now operational. Through the app, residents can report emergencies including fires, medical incidents and crimes.
“Ang lahat ng proyektong ito ay ginagawa natin hindi lamang para sa kasalukuyan, kundi para sa mas maliwanag na kinabukasan—lalo na para sa ating kabataan. Sa bawat serbisyong hatid natin, nananatili ang pangako ng FREE Service with a Smile. Tanda n’yo pa ba ang FREE? Fast. Responsive. Efficient. Effective,” said Biazon.
He added, “Gaya ng sinabi ng manunulat na si George Eliot: ‘What do we live for, if it is not to make life less difficult for each other’ Ito ang tunay na diwa ng ating lungsod. Sa loob ng 107 taon ng ating kasaysayan, pinatunayan natin na hindi nasusukat ang tagumpay ng isang lungsod sa laki o lawak nito, kundi sa puso ng mga taong bumubuo rito. Tuloy-tuloy natin itong itaguyod: Maglingkod nang tapat. Magmalasakit nang totoo. Mangarap nang taas-noo,” he said.
Actor Ian Veneracion graced the anniversary and performed at the Muntinlupa Sports Center.
