'Wag na mag-drive kung tipsy': Solon's bill outlaws driving with 'amats'

Akbayan Party-list Rep. Perci Cendaña has filed a bill that would outlaw impaired driving, even if the driver is merely "tipsy".

Cendaña is seeking the enactment of House Bill (HB) No.11220 or the “Anti-Impaired Driving Act of 2024". It is also called the “Iwas Amats, Iwas Aksidente” bill, which roughly translates to "avoid tipsiness, avoid accidents".

The measure aims to enforce stricter road protocols to ensure the safety of drivers who are under the influence of alcohol. 

“This is a measure to guarantee the safety of everyone on the road. Kahit tipsy pa lang, hindi na dapat nagda-drive. Lalo na ngayon, maraming Christmas parties, kailangan nating masiguro ang safety ng mga drivers. Regalo na natin ito sa mga uuwian nilang pamilya ngayong Pasko,” the Akbayan solon said.

(If you're tipsy then you shouldn't drive. Especially now when there are a lot of Christmas parties, we need to ensure drivers' safety. This is our gift to the loved ones that they will come home to this Christmas.)

The bill is an amendment to the Republic Act (RA) No. 10586, or the “Anti Drunk and Drugged Driving Act of 2013.”

Under HB No.11220, breathalyzer tests--an instrument used to measure alcohol content in the breath--shall be enforced by toll operators and local traffic enforcement officers to prevent drunk driving. 

“We are really alarmed by the numbers dahil halos one-third ng mga namatay sa vehicular accidents sa bansa ay dahil sa alak. One life lost to alcohol-related accidents is one too many, so we have to immediately act on the situation,” 'Cendaña added. 

From the years 2015 to 2019, in the Philippines, a record of 5,213 deaths out of the 18,735 deaths from road crashes are alcohol-related. Furthermore, an estimate of three out of ten deaths from vehicular accidents involved an alcohol-impaired driver. 

The Akbayan solon also encouraged public and private establishments to take initiatives to ensure the safety of their constituents:

“Dapat may itinitalagang drivers ang mga public or private establishments para maiwasan ang pagmamaneho ng mga tipsy drivers. Kung may tama na, maaari rin nating tangkilikin ang mga pampublikong sasakyan o ang mga ride-hailing apps para siguradong iwas disgrasya," Cendaña concluded. 

(Public or private establishments should have designated drivers to avoid instances of tipsy driving. If you're tipsy then please consider patronizing public transport or ride-hailing apps to avoid accidents.)
