Former president Rodrigo Duterte and his allies Senators Ronald "Bato" dela Rosa and Christopher "Bong" Go headlined the list of personalities who should be slapped with charges based on the progress report of the House quad-committee (quad-comm).

Former president Rodrigo Duterte and his allies Senators Ronald "Bato" dela Rosa and Christopher "Bong" Go headlined the list of personalities who should be slapped with charges based on the progress report of the House quad-committee (quad-comm).
Quad-comm overall chairman, Surigao del Norte 2nd district Rep. Robert Ace Barbers presented the partial committee report of the special four-way panel during plenary session Wednesday, Dec. 18, the final session day of the year.
"The quad-committee likewise recommends the filing of appropriate charges against the following the personalities," Barbers said, as he mentioned the names of Duterte, Dela Rosa, and Go, among others.
Barbers tagged the trio as "perpetrators of crimes against humanity under Section 6, Republic Act (RA) No.9851 or the Philippine Act on Crimes Against International Humanitarian Law, Genocide and other Crimes against Humanity".
Under the same category, the quad-comm overall chairman also mentioned former Philippine National Police (PNP) chiefs Oscar Albayalde, Debold Sinas; retired police colonels Royina Garma, Edilberto Leonardo; and former Malacañan aide Irmina "Muking" Espino.
Dela Rosa served as Duterte's PNP chief when the latter launched his aggressive anti-narcotics campaign in 2016. Go, on the other hand, is Duterte's former special assistant.
Barbers--citing the 43-page progress report--also recommended futher investigation on ex-president Duterte's son, Davao City lone district Rep. Paolo Duterte for his alleged links to the illegal drug trade.
Since August, the mega-panel has been looking into the alleged interconnected issues of Philippine Offshore Gaming Operators (POGO), extrajudicial killings (EJKs), money-laundering, illegal drugs, and the previous Duterte administration's bloody war on drugs.
The quad-comm has held 13 marathon hearings so far, with the elder Duterte serving as its highest profile witness. During a Nov. 13 hearing, Duterte confirmed that he took full responsibility of what transpired during his drug war.
Garma had earlier linked Duterte to a reward system during the war on drugs--perhaps the biggest revelation in the quad-comm hearings. Leonardo would corroborate this reward system, which is essentially an alleged slay-for-pay scheme that encouraged the killing of drug suspects.
The two are former trusted officers of the ex-president.
"Mr. Speaker, in total we have recommended at least 30 proposed legislations. These measures aim to strengthen our legal frameworks and ensure that such abuses and misdeeds are prevented in the future," Barbers said.
Further investigation was also recommended against the following individuals--Personalities identified to be involved in the illegal drug trade during the course of the legislative hearings: Hong Ming Yang a.k.a. Michael Yang, Wei Xiong Lin a.k.a. Allan Lim, Charlie Tan, and Sammy Uy.
Also, personalities involved in POGO-related illegal activities: Atty. Harry Roque, Katherine Cassandra Li Ong, Guo Hua Ping a.k.a. Alice Leal Guo, Yang Jian Xin a.k.a. Tony Yang, and Hongjiang Yang.
A motion to adopt the findings and recommendations of the progress report was later declared approved by presiding officer, Deputy Speaker Cebu 5th distinct Rep. Vincent Franco "Duke" Frasco.
"The secretary general is directed to submit the progress report to the agencies mentioned in the report,"Frasco added, referring to another approved motion.
