Muntinlupa City Council OKs grant of productivity incentive to job order, contract of service employees


The Muntinlupa City Council approved an ordinance granting P5,000 Productivity Enhancement Incentive (PEI) each to city employees under the job order and contract of service arrangements. 

Muntinlupa Mayor Ruffy Biazon and the Local Finance Committee signed a resolution endorsing the grant of the PEI to job order and  contract of service employees such as Kabalikat (street sweepers) and barangay health workers (BHWS), who are excluded from a circular issued by the Department of Budget and Management (DBM). The DBM circular covered regular and casual employees of the government.

Biazon endorsed the resolution together with certification of available funds to the Muntinlupa City Council. 

Councilor Raul Corro, majority floor leader, said the City Council approved the ordinance appropriating P24.2 million for the grant of PEI “to city employees under contract of service and job order arrangements, including the Kabalikat (street sweepers) and Barangay Health Workers (BHW) under DBM Circular Letter No. 2024-17 dated December 4, 2024 and the New Local Government Code of 1991 or RA 7160.” 

“The ordinance was passed based on the recommendation of the Local Finance Committee which passed Resolution No. 15 on December 13 endorsing the grant of the said PEI to the said group of employees and supported by a certificate of availability of appropriations from the Budget Office and availability of funds from the Treasurer’s Office,” Corro told Manila Bulletin

On the other hand, during the flag raising ceremony on Dec. 16, Biazon said the grant of the P20,000 Service Recognition Incentive (SRI), another cash incentive announced by Malacanang, will be studied by the Local Finance Committee and is subject to the availability of funds.
