The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said a low-pressure area (LPA) had formed from the cloud clusters east of Mindanao at 8 a.m. on Monday, Dec. 16.

PAGASA said the LPA, located 360 kilometers east-southeast of Tagum City, Davao del Norte, still has a low chance of developing into a tropical depression within the next 24 hours.

The likelihood of it becoming a tropical depression after this period remains uncertain, but if it does, it will be named “Querubin.”

PAGASA said the weather disturbance may bring moderate to heavy rainfall (50 to 100 millimeters) over Dinagat Islands, Surigao del Norte, Surigao del Sur, and Davao Oriental from Monday to Tuesday, Dec. 17.

By Wednesday, Dec. 18, moderate to heavy rainfall may persist in Dinagat Islands and Surigao del Norte.

PAGASA warned that moderate to heavy rainfall could cause localized flooding in urbanized, low-lying, or river-adjacent areas, as well as landslide areas highly susceptible to such hazards.
