The prestigious SGLG, conferred by the Department of the Interior and Local Government (DILG), recognizes local government units for their integrity and exemplary performance in governance. Bulacan formally received this accolade on Tuesday, Dec. 10, at the Manila Hotel.

Fernando and Vice Governor Alexis Castro expressed their gratitude to local officials and staff, emphasizing that the SGLG win was a collective effort involving barangay leaders and residents across the province.

“Para sa ating lahat ito, hindi po namin ‘yan mabubuo without you. Pinagtulung-tulungan po natin lahat ito. ‘Wag ninyong isipin na sa amin lang ito. Tayong lahat ay bahagi ng SGLG na iyan. ‘Yang walong sunud-sunod na ‘yan ay kabahagi ang mga kapitan sa buong lalawigan ng Bulacan (This is for all of us, we can't build this without you. We all worked together on this. Don't think it's just for us. We are all part of that SGLG. Those eight awards in a row are shared by the barangay captains in the entire province of Bulacan)," he said.

Fernando’s report also detailed milestones under his flagship program, The People’s Agenda 10.

In healthcare, the provincial government established two quarantine facilities, the Bulacan Infection Control Center, and the Department of Ophthalmology and Visual Science, advancing its Universal Health Care agenda.

The education sector saw significant improvements, including the construction of 171 school buildings and 685 classrooms worth P1 billion.

Support was extended to 88,128 scholars, and the Bulacan University and Collegiate Athletic Association (BUCAA) was launched to enhance sports development.

Economic programs included job fairs that facilitated employment for 10,341 Bulakenyos and agricultural support through seedling, fertilizer, and fingerling distribution, alongside the establishment of training centers.

The launch of the GO KOOP dashboard further bolstered cooperative operations in the province.

Infrastructure and social welfare initiatives included the creation of the Bagong Tanglaw Pag-asa Youth Rehabilitation Center, a new Provincial Blood Center, and expanded services for senior citizens, persons with disabilities, and persons deprived of liberty.

The provincial government also prioritized cultural and environmental efforts, such as the vibrant Singkaban Festival, extensive tree-planting campaigns, dredging projects to prevent flooding, and stringent anti-illegal logging measures.

In the realm of peace and order, Fernando issued Executive Order No. 19, mandating local officials to monitor Philippine Offshore Gaming Operators (POGOs) for compliance and security.

In addition to the SGLG, Bulacan received numerous awards, including the Hall of Fame Award for Local Revenue Generation, Gawad Timpukan Central Luzon awards, and recognition as the eighth most competitive province in the 2023 Philippine Competitiveness Ranking.

The Ulat sa Lalawigan event coincided with the province's three-day Pamaskong Pagdiriwang, accommodating attendees from various districts.

The event was attended by First District Representative Danilo Domingo, Board Members Fortunato Angeles and Romina Fermin, and several other local officials.

Governor Fernando’s address not only celebrated Bulacan’s accomplishments but also reinforced the province’s commitment to progress, collaboration, and community empowerment as it looks forward to 2025.
