Roel Fernandez Bacus was arrested by agents of the National Bureau of Investigation-Central Visayas (NBI-7) in an entrapment operation in his residence in Barangay Basak Pardo, Cebu City on Tuesday, Dec. 10.
The NBI-7 also discovered a makeshift clinic in the suspect's home.
The entrapment operation was conducted after three victims reported to the NBI-7 and filed complaints against the suspect.
The complainants sought the help of the NBI-7 after they experienced severe pain, infections, swelling, and hardening in their hip areas following enhancement procedures performed by the suspect.
One of the female victims told the NBI-7 that the suspect had conducted the procedure in a hotel near Juan Luna Extension Road here.
The victim said she paid at least P20,000 for the procedure.
The complainant lamented that a few days after the procedure, she experienced extreme pain and swelling. She tried to contact the suspect, but her calls and messages were blocked.
An NBI-7 investigation later showed that Bacus was not in the official database of registered physicians from the Professional Regulation Commission.
NBI-7 Regional Director Atty. Rennan Augustus Oliva said Bacus is facing charges for estafa and illegal practice of medicine, specifically for violating Section 10 under Section 28 of Republic Act 2382 and Article 315, Paragraph 2 of the Revised Penal Code (RPC).
A separate charge for Article 263 of the RPC for causing severe physical injuries to another person will be filed against the suspect, Oliva said.
