For two consecutive years, the local government of Pasay was recognized by the Department of the Interior and Local Government (DILG) as one of the three top-performing local government units (LGUs) for promoting transparency and accountability in local project operations.
Mayor Emi Calixto-Rubiano said the city was cited as the Top 3 Overall Performer in the city category during the National SubayBAYANI Exemplar Award held at Sequoia Hotel Manila Bay on Dec. 3.
The SubayBAYANI award is the DILG's recognition program that aims at promoting transparency and accountability in local project operations and showcasing excellent practices in the monitoring and evaluation of local project implementation through the Subaybayan ang Proyektong Bayan, or the SubayBAYAN portal.
Rubiano mentioned that Pasay and Parañaque cities were shortlisted as part of the top 10 performing cities across the country and underwent validation for the overall top performing LGUs last Oct. 17 to 18 this year.
The DILG said city projects covered during the validation were the rehabilitation of Dona Martha Health Center in Pasay City and the renovation of the City Library in Parañaque.
She added that the cities of Las Piñas, Pasig, Taguig, and the municipality of Pateros were also recognized by the DILG among the 132 LGUs recognized nationwide for their exemplary performance in select governance areas, focusing particularly on applicable parameters for project implementation, reporting, and monitoring and evaluation.
This year, the DILG said the program expanded its scope by introducing the Most Significant Change (MSC) criterion, which captured stories of meaningful progress within local communities resulting from the successful implementation of local development projects.
