The University of the Philippines (UP) has been acknowledged as the country's leading institution according to the AD Scientific Index 2025.
UP said in a statement that this recognition reinforces its position as the foremost leader in research and scientific innovation in the country.

UP noted that its scientists consistently receive global citations that underscore the significance and impact of their research in tackling critical challenges.
Excellence and dedication
Following this, UP President Angelo A. Jimenez commended the scientists for their excellence and dedication.
“On behalf of the University of the Philippines, I extend my heartfelt congratulations to our esteemed UP scientists for leading the nation as the top institution in the AD Scientific Index 2025,” Jimenez said.
“This achievement affirms the dedication, skill, and global influence of our researchers, who consistently advance knowledge and innovation,” he added.
Jimenez noted that UP’s recognition for having the highest concentration of cited scientists underscores the “immense value” of their work.
“This recognition not only enhances UP’s reputation but also strengthens our capacity to address complex national challenges,” he added.
The AD Scientific Index is a global ranking system that evaluates scientists and institutions based on their research productivity and citation impact, using metrics like the h-index and total citations from Google Scholar data.
It assesses both overall and recent performance, offering insights into long-term and current academic influence.
UP’s commitment
Moreover, Jimenez highlighted UP’s commitment to further investing in research infrastructure and support. “As we celebrate this milestone, UP will continue to invest in essential research resources to empower our scientists in their impactful work,” he said.
“We hope our researchers see UP as fertile ground for making a difference through science,” Jimenez noted. “Together, we aspire to drive national progress with transformative solutions that uplift communities,” he added.
Meanwhile, Professor Emeritus Gisela P. Concepcion, Special Adviser to the President for Research and Innovation, stressed that research is the foundation of UP’s innovation work. “Innovation is rooted in research,” she said.
“Research provides the data needed to develop transformative ideas into practical solutions,” Concepcion explained. “As home to top scientists, UP will continue to drive innovation through research,” she added.
AI Horizons PH 2024 Conference
Former UP President and former Secretary of the Department of Trade and Industry Alfredo E. Pascual also emphasized the importance of strengthening the country’s scientific foundation through research and innovation.
“To sustain high-level innovation, we must increase the number of PhDs and build expertise in our scientific community,” he said.
Pascual underscored the need to boost UP scientists’ research publications in internationally recognized journals and to expand research collaborations, both local and global.
“These measures will bring quality innovations to industry,” he said. “Artificial Intelligence (AI), in particular, is now the lynchpin of these efforts, helping us reach new heights in research and innovation,” he added.
During the recent AI Horizons PH 2024 Conference held on Oct. 24 and 25 at UP-BGC, UP exemplified its commitment to scientific expertise for national development.
The conference gathered experts in AI, data science, and engineering to collaborate with UP specialists on key areas for national progress.
These discussions are expected to yield transformative solutions and stimulate new products and services through strategic partnerships and interdisciplinary work.
